How Does the H B E, Inc. Payee Program Work?


Our program was established for person(s) with disabilities needing financial representation and financial services.

We are initially contacted by Social Security (SS) or other agencies who refer clients who are mentally/physically challenged, unable to maintain their own finances, or have gotten into financial difficulty. Once accepted by HBE, a client is required to meet for an initial evaluation and to establish a budget plan.

At this initial meeting, the client must bring documentation, to include:

  • Valid Tennessee ID (Driver's License)
  • Social Security card
  • Birth Certificate (if available)
  • Lease Agreement
  • Copies of any other bills to be addressed

We request from our clients their receipts for food and personal expense monies for file.

Once our clients’ finances are stable, we try to establish an “emergency” fund.

We strive to maintain the highest level of services while mentoring our clients, and often have clients who graduate to become their own payees.
