HBE's Founding


At right, HBE , Inc.'s founder, Verna J. Covington (now Miller), profiled in the Knoxville Journal on July 18, 1990, when the original Journal was one of Knoxville's two daily newspapers.

Verna J. Covington had recovered her sense of mission in life through struggling against the hardships she incurred with military-service related spinal injuries that made her unemployable for all practical purposes.

By the time of founding Home Based Employment, Inc., Verna had been using an XT model personal computer for nearly two years, and had achieved some success with her freelance "Administrative Assistance Services." But Verna realized that if she could do this, despite her random days of near-paralysis and pain, that many others with certain physical or mental barriers could, too. HBE, Inc., was originally established to help them find gainful employment.

Home Based Employment Inc (HBE Inc) was founded as a non-profit organization in 1990 by individuals with disabilities for practical purposes of employment, to promote and create gainful employment for job-qualified, differently and/or uniquely able persons.

Originally staffed on a volunteer basis, H.B.E. was able to find work for some clients in jobs that generated income, in Temp/Perm Employment situations.

In addition, based on evaluation and need of individual and availability, H.B.E. was able to provide some needed items to a number of individuals through our Loan and/or gift Closet, such as:

  • Wheel chairs
  • Walkers
  • Crutches
  • Portable toilet
  • Workstation chair
  • Computers, monitors, printers for participants of Employment Bound Program.

By the mid-1990s, the mission was modified so that H.B.E. became a Payee Program to provide the following services to individuals with disabilities.

H.B.E. continues to provide the honest financial management needed by those whom we serve, and provides needed mentoring to individuals who are motivated to become self-supporting and attain a higher quality of life.
